Cedric Benson might on on his way out or he could be back to this team. If he does, he will be the starter and Bernard Scott will be the backup.

I don't see the RB position as a major problem for the Bengals. If Cedric Benson decides to sign with another team, then the Bengals might have to look to free agency or in the draft for a RB. Because I don't think Bernard Scott cannot be an every down back.
This years draft class has no first round talent in the RB position. But it does have a bunch of late second and third round talents, and that's where the Bengals can potentially pick up a RB.

Here are some of the top RB's:

Mark Ingram, RB, Alabama
Mikel Leshoure, RB, Illinois
Ryan Williams, RB, Virginia Tech
Taiwan Jones, RB, Eastern Washington
Daniel Thomas, RB, Kansas State
Kendall Hunter, RB, Oklahoma State
DeMarco Murray, RB, Oklahoma
Dion Lewis, RB, Pittsburgh
Derrick Locke, RB, Kentucky
